About this step
The design and drafting of the strategy is the step in which the official(s) leading the strategy production develop the content of the strategy through rounds of idea generation and consultation. It is good practice for this to be done collaboratively with a wide range of stakeholders inside and outside government (see the Engagement with Stakeholders step). A small team is typically assigned the task of drafting the strategy document itself using the content generated in this step.
Several good practice guides covering this step have been written in the past decade that can be found in the Cybil Portal’s resources library. One of the most comprehensive, in terms of the number of organisations involved and the number of guides they drew upon, is the Guide to Developing a National Cybersecurity Strategy whose Second Edition was published in 2021.
